SummaryReporting directly to the Director of IT Applications &
Clinic, the Manager of Systems Development is responsible for
providing technical leadership and guidance to a team of System
Developers & Analysts. This position will supervise the CARS system
development team, manage project requests and timelines, design and
code applications according to project specifications, and assist
in the maintenance of server infrastuture that support internal
applications.Essential Duties and Responsibilities
- Manage, hire, train, and provide technical leadership and
performance management to the CARS system development team,
ensuring team follows University policies.
- Organize and prioritize new project requests to identify order
of completion.
- Review project requests and develop applications based on
project specifications.
- Assign project requests to developers on team.
- Monitor project timelines to ensure developers are meeting
stated deadlines, assist developers with any obstacles they may
encounter to meet project goals.
- Review and resolve support tickets submitted by the MWU
community.
- Assist with troubleshooting and maintaining the server
infrastructure that is needed to support MWU applications.
- In consultation with the Director of IT App. & Clinic, plan,
coordinate and support the implementation of new systems, system
modifications or the discontinuation of existing systems and
related equipment.QualificationsTo perform the Manager of Systems

from an accredited institution required, preferably in computer
science, computer engineering, software engineering or a related
field. Must have 7-10 years of strong software programming and
database management skills. Must have 1-3 years of management
experience, with 3-5 years of management experience preferred. Must
have experience leading a team whose responsibilities were related
to software development, implementation, and support of
applications with strong mentoring and decision making skills.The
individual must have the following skills:
- Strong organizational, project management and interpersonal
skills
- Solid understanding of the software development process,
including requirement gathering, analysis/design, development
tools/technologies, release/version control, contemporary testing
methodologies
- Ability to accurately estimate project timelines and meet
deadlines
- Ability to work on multiple projects at a time and prioritize
assignments to meet deadlines
- Ability to present and explain technical information in a way
that establishes rapport, persuades others and gains
understanding
- Ability to work with technical and non-technical users
- Ability to work with stakeholders and vendors in designing
effective integration solutions.Computer SkillsProficiency with
fundamental front end languages such as HTML, CSS or JavaScript.
Proficiency with Perl/CGI, Apache, Java EE, or JavaScript
frameworks a plus. Experience with database technology such as SQL,
Informix or other RDMS.Supervisory ResponsibilitiesThis job is
responsible for supervising a development team.Language SkillsHigh
skills: Ability to read, analyze, and interpret general business
periodicals, professional journals, technical procedures or
governmental regulations. Ability to write reports, business
correspondence, and procedure manuals. Ability to effectively
present information to top management, and boards of
directorsReasoning AbilityHigh skills: Ability to solve practical
problems and deal with a variety of concrete variables in
situations where only limited standardization exists. Ability to
interpret a variety of instructions furnished in written, oral,

Ability to calculate figures and amounts such as discounts,
